Jessica Zaman is the Co-Founder and Managing Director of Strategic Leadership Global (SLGlobal), a woman-owned small business dedicated to helping organizations and governments drive transformative, sustainable results in complex environments.
Jessica served as a member of the Senior Foreign Service at the U.S. Agency for International Development (USAID), where she built a global career advancing U.S. foreign policy and development priorities. She led overseas teams through periods of significant disruption—including war, political transitions, and humanitarian crises—while advancing governance, inclusive growth, and long-term development results. Her assignments included Afghanistan, the West Bank and Gaza, Thailand, Nicaragua, Bolivia and Mozambique, where she navigated significant policy shifts and volatile operating environments, building trusted relationships with key stakeholders, fostering adaptability and institutional resilience, and guiding diverse teams with clarity and care.
Most recently, Jessica served as USAID Deputy Mission Director for the West Bank and Gaza, leading the rebuilding and expansion of USAID’s staff, programs, and operational capacity. She oversaw a multisector portfolio and 100-person team in an extraordinarily complex environment, driving cross-sector results and humanitarian assistance delivery.
Her leadership in the West Bank and Gaza built on earlier work in Washington as Director of USAID’s Office of Middle East Affairs, where she helped initiate the restart of U.S. assistance to the Palestinian people and operationalize the Middle East Partnership for Peace Act, mobilizing significant resources and translating policy priorities into implementation.
She brings deep cross-cultural expertise and global perspective to her client engagements drawing on her experience in Africa, Asia, the Middle East, and Latin America. Prior to joining USAID, she worked on Capitol Hill, with an international nonprofit organization, and in government relations. She is a graduate of the University of Virginia.
